That’s not a “majority of voters”, that’s a “majority of people who report to know what they want”. These are not the same populations.
Honestly it seems like a sensible change. If I’m not mistaken Frankfurt Hbf is also a head station and you lose a ton of time because of it.

Honestly, I haven’t found anything that can replace Google Maps for route planning with public transportation. I really wish for crowdsourced timetables hosted on OSM…

This I don’t know. They can always send fines, but cannot force actors to pay them or to comply. I guess they can block the service in the EU through the ISPs, and arrest people if they ever set foot in the EU?
It probably wouldn’t be allowed under an authoritarian government though…
